Project Manager, Stephen Smith of T. Baker Smith, Inc. (TBS) coordinated efforts to create Terrebonne Parish's Comprehensive Master Plan in 2002-2003. As Project Manager, Smith was responsible for project initiation, work elements, and preparation of final reports.

The plan includes an analysis of the major issues facing the parish, as well as recommendations for planned growth and development over the next 20 years. While land use in Terrebonne Parish continues to be on the forefront of much public discussion and debate, this plan also includes the important issues of education and employee development, economic diversification, environment, culture, and recreation.
