In 2000, T. Baker Smith, Inc. (TBS) was contracted by BP to help build the Endymion Oil Pipeline. Endymion will serve as the onshore portion of the larger Mardi Gras Transportation System designed to deliver crude oil from the deep waters of the Gulf of Mexico to onshore markets in coastal Louisiana. TBS has provided a variety of services and has worked with many stakeholders toward the goal of installing the pipeline with no accidents, no harm to people, and no damage to the environment.
- TBS worked with BP and others to evaluate system and route alternatives that will achieve BP's goals while avoiding impacts to coastal marshes.
- TBS collected and evaluated topographic and hazard information for the proposed construction corridor and worked with the project engineers to develop the project footprint as the project evolved.
- TBS prepared survey plats used in the negotiation of right-of-way agreements.
- TBS spearheaded the permitting process through the U.S. Army Corps of Engineers, the Louisiana Department of Natural Resources, Coastal Management Division, and several resource agencies.
- TBS conducted oyster resource studies and participated in negotiations with leaseholders.
- TBS worked with the Louisiana Department of Wildlife and Fisheries to reduce impacts and develop mitigation on a state oyster seed ground.
- TBS conducted archaeological studies on land and water portions of the project area and worked with regulatory agencies to avoid impacts to cultural resources.
Pipeline construction began in the fall of 2003, and TBS is providing construction surveying and as-built services for the construction contractor. TBS is also providing permit compliance and environmental monitoring services to help meet BP's safety and environmental goals for the project.
